The Department of Water Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti, has extended the last date again for its Senior Joint Commissioner (Agricultural Discipline) post. Under the letter dated 29.10.2026, applications are now accepted for 30 days from the date of publication in Employment News. The post is in Pay Matrix Level-13 and is filled on deputation (including short term contract) basis. Only serving officers of Central or State Governments, Union Territories, PSUs, universities, recognised research institutions and autonomous or statutory bodies can apply, and their applications must come through their employer.

Age Limit

For appointment by deputation (including short term contract), the age limit is 56 years, counted on the closing date for receipt of applications.

Who Can Apply

Officers of the Central Government, State Governments, Union Territories Administration, Public Sector Undertakings, universities, recognised research institutions or autonomous or statutory organisations who meet both conditions below.

(a) Service:

• holding an analogous post on regular basis in the parent cadre or department; or
• five years’ service in the grade after regular appointment in Level 12 (Rs. 78800-209200) of the Pay Matrix, or equivalent, in the parent cadre or department.

(b) Educational qualification (essential):

• Graduate Degree in Agricultural Engineering or Soil and Water Conservation Engineering from a recognised University or Institute; or
• Post Graduate Degree in Agronomy, Soil Science, Environment, Geo-technical, Water Resources, Hydraulics Development or Irrigation Water Development from a recognised University or Institute.

Experience (essential): twelve years’ experience in water conservation, water management, planning of irrigated agriculture or on-farm development work in one of these:

• the irrigation or agricultural department of a State or Union territory Administration or the Central Government
• a recognised agricultural University
• an agricultural training, research or management institute
• the Water Engineering Services of the Central Government

Pay and Service Conditions

• The selected officer can choose between two options. One is to draw pay in the parent cadre’s pay matrix plus deputation (duty) allowance. The other is to have pay fixed in the pay matrix of the deputation post. Both are subject to DoPT O.M. No. 6/8/2009-Estt (Pay-II) dated 17.06.2010, as amended from time to time.
• The total period of deputation (including short term contract) shall ordinarily not exceed five (05) years. This includes any deputation in another ex-cadre post held immediately before this appointment, in the same or another organisation or department of the Central Government.
• If selected, the officer’s employer certifies that he or she will be relieved immediately.

The Selection Committee assesses the information in the bio-data, together with the documents on essential qualification and work experience, at the time of selection.

How to Apply for DoWR Senior Joint Commissioner (Agricultural Discipline) Recruitment 2026

1. Fill in the bio-data proforma (Annexure-A), which comes with the notice, and sign it. It asks for details such as date of birth, date of entry into service and retirement, a chronological employment record with pay scales and duties, present emoluments, and the nature of present employment. It also covers additional qualifications, training, achievements (publications, awards, patents) and whether you are SC/ST.
2. Get the application countersigned by your employer or cadre controlling authority, with seal.
3. The sponsoring authority forwards the application with the required certificates and documents to the Under Secretary (Administration), Department of Water Resources, RD & GR, Shram Shakti Bhawan, Rafi Marg, New Delhi, within the extended period.

What the sponsoring authority certifies or encloses:

• the particulars given by the applicant are correct
• the applicant’s integrity is certified
• no vigilance or disciplinary case is pending or contemplated against the applicant
• no major or minor penalty was imposed in the last 10 years, or a list of such penalties is enclosed
• photocopies of the APARs for the last five (5) years, attested on each page by an officer not below the rank of Under Secretary or equivalent

Officers already on deputation must have their applications forwarded by the parent cadre or department, along with Cadre Clearance, Vigilance Clearance and an Integrity certificate.

Reasons for rejection: applications that do not arrive in hard copy through proper channel, arrive after the prescribed date, or lack the required certificates or documents will not be entertained.
