One Nation One Subscription (ONOS) भारत सरकार की एक Central Sector Scheme है, जिसका उद्देश्य देश के eligible government higher educational institutions और central government research institutions के students, faculty members, researchers और scientists को international scholarly research journals और academic publications तक आसान access उपलब्ध कराना है।

One Nation One Subscription Scheme क्या है?
भारत में अलग-अलग universities, colleges और research institutions को international journals के लिए अलग-अलग subscriptions लेने पड़ते थे। कई high-quality research journals काफी महंगे होते हैं, जिसके कारण छोटे शहरों और कम संसाधन वाले institutions के researchers के लिए research material तक पहुंच सीमित हो सकती थी।
इसी समस्या को कम करने के लिए सरकार ने One Nation One Subscription शुरू किया।
इसके तहत सरकार eligible institutions के लिए एक centralized/national subscription व्यवस्था के माध्यम से international publishers के research journals उपलब्ध कराती है।
यानी अलग-अलग government institutions को समान journals के लिए अलग-अलग subscription लेने की आवश्यकता कम होती है और researchers को एक unified digital system के माध्यम से research resources उपलब्ध होते हैं।
ONOS Scheme का मुख्य उद्देश्य
One Nation One Subscription के प्रमुख उद्देश्य निम्न हैं:

Who is Eligible for ONOS?
ONOS Phase-I में निम्न प्रकार के institutions eligible हैं:

इन institutions से जुड़े students, faculty members और researchers authorized access के माध्यम से ONOS resources का उपयोग कर सकते हैं।
Are Private Colleges Eligible?
नहीं।
ONOS की official FAQ के अनुसार, private universities, private colleges और private institutions Phase-I में eligible नहीं हैं।
इसलिए किसी private college में पढ़ने वाला student केवल अपने student ID के आधार पर ONOS का direct beneficiary नहीं माना जाएगा।

How Does ONOS Access Work?
ONOS कोई ऐसा platform नहीं है जहां कोई भी व्यक्ति जाकर अपना personal account बनाकर सभी journals free में पढ़ सके।
Access eligible member institution के माध्यम से दिया जाता है।
Official portal के अनुसार access model में:
IP-based access और eligible users के लिए off-campus access through INFED शामिल है।
इसलिए students/researchers को अपने college/university के library या designated ONOS administrator से access process की जानकारी लेनी चाहिए।
How Can an Institution Register for ONOS?
यदि कोई eligible government institution अभी ONOS में registered नहीं है, तो institution ONOS portal के माध्यम से registration कर सकता है।
Official FAQ के अनुसार institutional registration के लिए AISHE Code आवश्यक है। Institution को registration के दौरान organizational details, IP ranges और administrative contact information जैसी details देनी होती हैं।
इसका मतलब individual student के बजाय institution-level registration महत्वपूर्ण है।
ONOS Scheme Budget
One Nation One Subscription के लिए सरकार ने 2025, 2026 और 2027 के तीन calendar years के लिए लगभग ₹6,000 करोड़ का allocation किया है।
इस राशि का उपयोग participating institutions के लिए journal subscription costs को centrally manage करने में किया जाता है।
इसके अलावा selected high-quality Open Access journals में publication के लिए beneficiary authors को ₹150 करोड़ प्रति वर्ष तक central funding support का provision भी रखा गया है।
Who Manages the ONOS Scheme?
ONOS के journal access को Information and Library Network (INFLIBNET) Centre coordinate करता है।
INFLIBNET, UGC का autonomous inter-university centre है और यह ONOS के तहत national subscription तथा digital access व्यवस्था को coordinate करता है।
