The National Institute of Health & Family Welfare (NIHFW), New Delhi, an autonomous institute under the Ministry of Health & Family Welfare, Government of India, is filling 9 posts: 2 Accounts Officer, 5 Accountant and 2 Programmer. All posts are on deputation, except the Programmer posts, which go to direct recruitment if no suitable deputationist is available. Applications go offline, through proper channel, to The Dy. Director (Admin.), NIHFW, New Delhi. They must be received within 45 days from the date of publication of the advertisement in the Employment News.

The National Institute of Health and Family Welfare is an autonomous institute funded by the Ministry of Health and Family Welfare, Government of India, located at Baba Gangnath Marg, Munirka, New Delhi-110067. In its own words, it is an apex Technical Institute for promoting Health and Family Welfare Programmes in the country through Education and Training, Research and Evaluation, Consultancy, Advisory and Specialized Services.

Where and How to Send

Applications are submitted through offline mode only, in the prescribed application format enclosed with the advertisement. Send the completed form through proper channel to: The Dy. Director (Admin.), National Institute of Health & Family Welfare (NIHFW), Baba Gang Nath Marg, Munirka, New Delhi – 110067.

1. Use Annexure-I (For Group-B Deputation post) for Accounts Officer, Accountant and Programmer on deputation. Use Annexure-II (For Group B Direct Post) for Programmer under direct recruitment.
2. Affix a recent passport size photograph and fill in all the columns except those that do not apply.
3. Attach attested copies of ACRs/APAR for the last five years, plus self-attested copies of proof of age/date of birth, educational qualifications, experience certificates and other relevant documents.
4. Programmer direct recruitment applicants attach a Demand Draft/Indian Postal Order of Rs. 300/- in favour of Director, NIHFW, payable at New Delhi, and give its details (post office/bank, number and date, amount) on the form.
5. Have the forwarding office fill in the certificate at the bottom of the proforma. It confirms that the official is clear from the vigilance point of view and that no disciplinary case is pending or contemplated.
6. Superscribe the envelope: “APPLICATION FOR THE POST OF ____” (write the post name).
7. Make sure the application reaches the Institute on or before the last date. Applications received after the prescribed last date shall not be entertained.

Applications sent by FAX or e-mail will not be entertained and will be summarily rejected. NIHFW is not responsible for any delay, loss or non-receipt of applications sent through post/courier.

Posts, Eligibility and Pay

The notice states that the vacancies are tentative and may decrease or increase as per the requirement of the Organization. The candidate must be a citizen of India.

पदों की संख्या कुल 9 है जो सामान्य वर्ग के लिए हैं, इनमें से अधिकांश पद डिप्यूटेशन के माध्यम से भरे जाएंगे, प्रोग्रामर पदों के लिए सीधे भर्ती विकल्प भी है अगर डिप्यूटेशन उपयुक्त न हो। उम्मीदवार भारतीय नागरिक होना चाहिए।

Accounts Officer

Open to officers under the Central Government/State Govts./UT Govts./Autonomous or Statutory organizations who meet both conditions below.

• (a) (i) Holding analogous posts on regular basis, or (ii) with 5 years’ service in the grade on regular basis in Pay Band-2, Rs. 9300-34800 with Grade Pay of Rs. 4200 (pre-revised), Pay Level 6 or equivalent; and
• (b) any one of: (i) a pass in the SAS or equivalent examination conducted by any one of the Organized Accounts Departments of the Central Government; OR (ii) successful completion of training in Cash and Accounts Work in the ISTM or equivalent training course, plus a minimum of 3 years’ experience in cash, accounts and budget work.
• Age: not more than 56 years as on closing date.

Accounts Officer पद के लिए केंद्रीय या राज्य सरकार, या स्वायत्त संस्थानों में समान पद पर नियमित सेवा या निर्धारित वेतन स्तर पर 5 साल का अनुभव जरूरी है। इसके साथ ही वित्तीय परीक्षा पास या ISTM में कैश और अकाउंट्स का प्रशिक्षण और कम से कम 3 साल का अनुभव आवश्यक है। आयु सीमा 56 वर्ष है।

Accountant

Open to officers under the Central Government/State Govts./UT Govts./Autonomous or Statutory organizations who meet both conditions below.

• (a) (i) Holding analogous posts on regular basis, or (ii) with 6 years’ service in the grade on regular basis in Pay Band-1, Rs. 5200-20200 with Grade Pay of Rs. 2800 (pre-revised), Pay Level 5 or equivalent, or (iii) with 8 years’ regular service in Pay Band-1, Rs. 5200-20200 with Grade Pay of Rs. 2400 (pre-revised), Pay Level 4 or equivalent; and
• (b) training in cash and accounts work in the ISTM or equivalent course, and two years’ experience of cash, accounts and budget work.
• Age: not more than 56 years as on closing date.

Accountant पद के लिए भी सरकारी विभागों में समान पद पर नियमित सेवा, या उचित वेतन स्तर पर 6 या 8 साल सेवा अनुभव जरूरी है। इसके साथ ISTM या समान प्रशिक्षण और कम से कम 2 साल का कैश, अकाउंट और बजट अनुभव भी आवश्यक है। आयु सीमा 56 वर्ष से अधिक नहीं होनी चाहिए।

Programmer

Deputation: open to officers under the Central Government/State Govts./Recognised Research Institutes/Public Sector Undertakings/Semi-Govt. Autonomous or Statutory organizations who meet both conditions below.

• (a) (i) Holding analogous posts on regular basis, or (ii) with 2 years’ service in the grade on regular basis in Pay Band-2, Rs. 9300-34800 with Grade Pay of Rs. 4200 (pre-revised), Pay Level 6 or equivalent; and
• (b) possessing the educational qualifications and experience prescribed for direct recruits.
• Age for deputation: not exceeding 56 years as on closing date.

Direct recruitment: applications under the direct recruitment method will be considered only if no suitable candidate is available on deputation basis. The educational and other qualifications are the same for direct recruits and deputationists, except age.

• (i) Master’s Degree in Computer Applications / Information Technology / Computer Science of a recognized University/Institute; or B.E./B.Tec. in Computer Engineering / Computer Science / Computer Technology / Computer Science & Engineering / Information Technology from a recognized University/Institute; and
• (ii) two years’ experience in Web Development / Management in a Government Office/PSU/Autonomous Body/Statutory Body or in any recognized Institution.
• Age for direct recruits: not exceeding 30 years. This is relaxable up to five years for Government servants and regularly appointed officers/staff of NIHFW. It is relaxable for SCs/STs and other categories in accordance with the instructions or orders issued by the Central Government.
• Note 1: Qualifications are relaxable at the discretion of the Competent Authority, for reasons to be recorded in writing, for candidates otherwise well qualified.
• Note 2: The experience qualification is relaxable at the discretion of the Competent Authority for SC/ST candidates. This applies if, at any stage of selection, the Authority finds that enough candidates from these communities with the requisite experience are not likely to be available to fill the posts reserved for them.

प्रोग्रामर पद के लिए डिप्यूटेशन में उम्मीदवारों को कम से कम 2 साल का समान वेतन स्तर का अनुभव और शिक्षा दोनों आवश्यक हैं। सीधे भर्ती के लिए कंप्यूटर एप्लीकेशन, IT या संबंधित क्षेत्र में मास्टर्स डिग्री या बी.टेक आवश्यक है साथ ही दो साल का वेब डेवलपमेंट या प्रबंधन का अनुभव भी चाहिए। सीधे भर्ती में आयु सीमा 30 वर्ष है, जिसमें सरकारी कर्मचारियों और विशेष वर्गों के लिए छूट भी दी गई है।

Age Rules in the General Instructions

The general instructions state that the crucial date for determining age will be 01/07/2026. They also state that age relaxation for SC/ST/OBC/Physically Handicapped and Ex-Servicemen candidates shall be as per Government of India rules, orders and notifications issued from time to time. The age limit prescribed for direct recruits may not apply to NIHFW candidates competing as direct recruits.

Pay and Service Terms

• For all three posts, the period of deputation shall ordinarily not exceed three years. This includes any period of deputation in another ex-cadre post held immediately before this appointment, in the same or another organization/department of the Central Government.
• Candidates appointed will be governed by the New Contributory Pension Scheme effective from 01.01.2004.
• Day-to-day work is done on computers (e-office). Preference will be given to candidates with operational knowledge of computers.

All qualifications must be from a recognized University/Institution. Working experience counts only after the essential qualification was acquired, and it must be completed by the last date for submitting applications. Candidates should check the official notification for the full eligibility conditions of each post.

Application Fee

डिप्यूटेशन पदों के लिए कोई आवेदन शुल्क नहीं है, लेकिन प्रोग्रामर पद पर सीधे भर्ती के लिए 300 रुपये शुल्क देना अनिवार्य है। अनुसूचित जाति, जनजाति, विकलांग, महिला और विभागीय उम्मीदवारों से कोई शुल्क नहीं लिया जाएगा।

Enclosures

• Attested copies of ACRs/APAR for the last five years
• Self-attested copies of proof of age/date of birth
• Self-attested copies of educational qualifications
• Experience certificates and other relevant documents
• Category certificate (the form states that the certificate must be enclosed)
• Recent passport size photograph affixed on the form
• Demand Draft/IPO of Rs. 300/- (Programmer direct recruitment only)
• Certificate by Head of Department/Organization, for candidates working in Govt./Semi Govt./PSU/Autonomous Bodies. It certifies no objection, verified particulars, no pending or contemplated disciplinary proceedings, integrity, and the date the application was submitted for onward transmission to NIHFW.

Selection Process

The Institute, at its discretion, may conduct an Interview/Written Test for these posts to select candidates on the basis of merit. The decision of the Director, NIHFW shall be final. Applicants appear for the Interview/written test at their own expenses.

• Original degrees/certificates/proof of date of birth must be produced at the time of the Interview/final selection.
• Candidates working in Govt./Semi Govt./PSU/Autonomous Bodies must submit a “No Objection Certificate” from the competent authority at the time of Documents Verification/Final Selection.
• At Documents Verification, candidates must give details of any criminal case pending against them. NIHFW may verify police records and reserves the right to deny appointment.

चयन के लिए संस्थान मेरिट के आधार पर लिखित परीक्षा या साक्षात्कार कर सकता है। अंतिम निर्णय निदेशक NIHFW का होगा। उम्मीदवारों को स्वयं अपने खर्च पर परीक्षा/साक्षात्कार में भाग लेना होगा। चयन के समय सभी मूल प्रमाण पत्र और सरकारी कर्मचारियों के लिए नो ऑब्जेक्शन सर्टिफिकेट प्रस्तुत करना अनिवार्य है।

Important Dates

आवेदन प्रक्रिया 16 अक्टूबर 2026 को जारी नोटिस के बाद शुरू होगी। अंतिम तिथि रोजगार समाचार में विज्ञापन प्रकाशित होने के 45 दिनों के भीतर होगी, इसलिए विज्ञापन की तिथि जानना जरूरी है और इसका ध्यान रखना आवश्यक है।

Important Instructions

• Late, incomplete, partially filled applications, applications without supporting documents, or applications not in the prescribed format are liable to be rejected. Interim enquiries will not be entertained.
• No correction requests are accepted after submission. Candidates should keep a copy of the filled-in form and the documents sent.
• Candidates must have a valid personal e-mail ID and keep it active during the recruitment process.
• NIHFW reserves the right not to fill up the posts, to cancel the advertisement in whole or in part, to extend the closing date, and to postpone or cancel the recruitment for any or all posts.
• False or suppressed information, impersonation, canvassing, or a wrong category claim (SC/ST/OBC(NCL)/EWS/PWD/Ex-Servicemen) leads to summary rejection or termination from service. NIHFW may also take legal action.
• Any addendum, corrigendum or modification will be posted on the NIHFW website only. No other means of communication will be used.
• No correspondence will be entertained from applicants either before or after the selection.
