India and Poland agree to double trade by 2030 and set up defence and counter-terrorism dialogues
After talks at Hyderabad House on 22 October 2026, Prime Minister Narendra Modi and Polish Prime Minister Donald Tusk set a target of doubling bilateral trade, currently about USD 6 billion, by 2030, and agreed to deepen cooperation in defence, space and nuclear energy.
Key outcomes
- The two sides made four announcements, including the 2030 trade target, a defence industry dialogue and a dialogue on counter-terrorism.
- The joint statement urged early signing, ratification and timely implementation of the EU–India Free Trade Agreement; Modi said it will open up exports of machinery, chemicals, plastics and engineering goods to Poland.
- The leaders agreed to resume the bilateral agriculture working group, to explore more direct flights (civil aviation authorities to hold talks), to cooperate between ports, and stressed connectivity through the India–Middle East–Europe Economic Corridor (IMEC).
- Modi said India will support every meaningful effort to bring peace to Ukraine and West Asia. Tusk goes to Bengaluru, where a second India–Poland Business Forum is held today. The Strategic Partnership dates from August 2024.
Ladakh: LAHDC (Amendment) Regulation, 2026 clears the way for hill councils in all eight districts
Ladakh Lieutenant Governor Vinai Kumar Saxena notified the Ladakh Autonomous Hill Development Councils (LAHDC) (Amendment) Regulation, 2026, effective 19 October 2026. The Union Cabinet approved the amendments on 14 October, and President Droupadi Murmu promulgated the regulation on 16 October, a six-day process.
- It enables a Hill Council in each of Ladakh’s eight districts, including the newly created Sankoo (announced as the eighth district on 16 October). The five districts of Sham, Nubra, Changthang, Zanskar and Drass were created on 27 April 2026. Until now only Leh (1995) and Kargil (2003) had councils.
- Seats: the fixed 26 seats per council become a minimum of 7 and a maximum of 24; delimitation of constituencies is still to be done before elections.
- The word ‘Governor’ is replaced by ‘Administrator’ (the Administrator of the UT of Ladakh appointed by the President under Article 239) throughout the LAHDC Act, 1997.
